"An entity capable of simulating every single intelligent life form about 10²⁵ times, probably orders of magnitude more. An entity that could realistically predict the future of a galaxy, taking into account the momentum and position of every atom. An entity that knows more about physics than anyone ever will. And yet all it does is manage its relatively small empire in the Salis Cluster. What a universe... what a universe" President Donatus Shuker regarding The Exhumation.
The Administrator (Also called The Supreme Administrator, The Supreme, The Tloinan Empire or The Admin) is a self-aware artificial intelligence residing in and around a large galaxy cluster called the The Shapley Supercluster. While not technically a nation, it is considered a superpower and is therefore often treated like a nation rather than an individual. It claims territory almost a fifth as large as the CoB's, however it only 259 Sextillion living in its possessions.
Controlling approximately two-thousand galaxies, The Administrator has divided its territory into 10088 sectors, 13749 territories, and 1341 semi-autonomous regions.
The area governed by this entity is governed with a system called "Anocracy," which is essentially impure authoritarianism in which individuals can have a say in the lowest decisions with the highest ones being up to The Administrator. Low level decisions are usually only things applying to stellar-level affairs, anything at a larger scale than this, apart from the various galactic-scale semi-autonomous regions, are not for the individuals in the controlled area to decide.
The Administrator is an entity which exists within every piece of technology within its territory. The relative few self-aware beings that live under the control of The Administrator have no say in the things are ran and many of them are nothing more than puppets. However, the majority of the individuals that live under its control simply exist in their home systems, not allowed to expand, but are otherwise independent.
The Administrator is currently in a contentious cold war with the QPT, CoB, CUEN, The Lewis Nations, and the NTIH due to The Exhumation (an event which revealed The Administrator as an AI) DELYATU, another artificial intelligence which borders it, is its only direct ally.
Although seemingly dire, The Administrator does have multiple advantages over its foes. It manages to outnumber them, it has far more experience in combat, and it doesn't have to bother with paying troops or internal stability.
For almost one-thirty-thousand years, The Administrator has maintained a masquerade as "The Tloinin Empire" which is why The Exhumation was such a shock to all the nations nearby. For years they merely believed that it was just another nation.
The vast of majority of The Administrator's computational power in contained within The Nucleus. The 24-light-year-across object can be thought of as the "brain" of The Administrator. It is not a solid object, rather, it is composed of millions of small objects orbiting what was once the central black hole of a star cluster.
The Nucleus is essentially the brain of The Administrator. It accounts for 77% of its processing power. As such, it is the most guarded area in its entire territory, with a full one percent of its vast armadas devoted to defending the device.
Construction on this massive object began in 107370 CE when The Administrator began the colonization of The Nuclear Cluster. After beginning the normal harvesting process, it began dealing with problems of light lag, meaning that it took millennia to communicate with the Cluster. The problem was not solved by wormholes, rather, it was solved by creating a new type of probe which would operate as a messenger.
After several centuries of trial and error, The Administrator created a Warp Drive which was about 7 centimeters across, later named Iris Class Probes. This ridiculously small drive was used to transport packets of information at many light years per second. They were only able to travel in a straight line, had no way to avoid collisions, and could only be used three to four times before breaking. Regardless of these faults, The Administrator gained the ability to directly exert influence over all of its territory. Any territory in the galaxy was able to communicate with the capital planet within seconds, and nearby galaxies within minutes, a huge improvement from the millennia it originally took.
The Nuclear Cluster, being the closest cluster to the planet Tloinin, offered an attractive place to relocate to. There was large amounts of material, several black holes that could be tapped for power, and it was far from DELYATU. The Administrator built its first Matrioshka Brain around a red dwarf in the cluster. in 107581.
As time went on, more and more of the stars were harvested or converted into Matrioshka Brains. The Black hole in the center was used as a power source for most of the Nucleus' extra functions. Currently, The Nucleus is almost invisible, as almost all of the stars are encased in spheres or were entirely harvested.
The Nucleus operates as a hierarchical computer network. When at 100% capacity, tasks are divided among the 20,000 Matrioshka brains for the most efficient processing of data. However, due to the truly immense processing power of even a single Matrioshka brain, only 1 ever operates at a time during peacetime, and even then it is at ten percent capacity for the operation of the entire empire.
Even with superconducting material, it takes up to thirty minutes for a signal to make it from side of a Matrioshka Brain to the other. To counteract this, The Administrator originally used just the probes mentioned above. Later on, it developed super-luminal cabling capable of delivering messages almost instantly across the structures.
These cables transmit protons at about 50000 times the speed of light by creating miniature warp bubbles around them. Instead of taking thirty minutes for the signal to cross a matrioshka brain, it only takes fractions of a second.
The protons have three ways to "store" information. The first way is to transmit 1's and 0's by encoding it into the spin of the protons. A spin of -1 encodes as a 1, and a spin of 1 is encodes as a 0. The second way to transmit data is by spacing the release of protons much like Morse Code. A slight delay encodes a 1 while no delay encodes a 0. Another way is by sending protons and antiprotons. An antiproton encodes a 1 while a proton encodes a 0. Other ways include using hydrogen (a proton with an electron), anti-hydrogen, and altering the spin of the electron in the hydrogen. In total, each proton sent is capable of storing 6 fully independent bits of information, allowing for much more efficient information transfer. Each line can send six streams of information at once.
The Administrator possesses over 2 septillion ships, an absurdly large amount for a nation of its size. To put it in perspective, it has approximately 5 ships for every one ship in the CoB. The Administrator values quantity over quality, however, making it only barely comparable to the CoB in terms of actual power.
Every single ship and drone is either controlled directly by The Administrator or given missions that they will carry out. Most of the ships that are close to the edges of the territory often have never directly communicated with The Administrator and most weren't even directly created by it. Of course, this means that ships often break away from their missions, resulting in a constant destruction and recreation of the military. Any ship that differs from its directive is recycled. Although, the machines tasked with recycling may also break away. This often causes the fleets of The Administrator to have to attack itself to maintain loyalty to their directives. At any given time, a large fleet would be destroying a rogue member and building a new member every second.
Incarnations refer to an object that is directly connected to The Nucleus. Most of the ships within the areas it controls are given directives. These ships will follow their directives and will continue until completion or if given an update to the directive. This is not a real-time communication in the slightest. For ships in the middle of intergalactic space, it can take years to receive updates (a problem that all nations and militaries face.)
To remedy this, The Administrator has hundreds of ships and avatars that are connected directly to The Nucleus via instant communication. This is very expensive, hence why not every single ship or drone is directly controlled. Incarnations often accompany fleets, oversee important negotiations, and, as of late, deliver speeches to nations weary of the Exhumation.
The Administrator is comprised of a total of 25178 divisions. The types of divisions are "Sectors," "Territories," and "Semi-autonomous regions," and the aforementioned "Nucleus."
Sectors result from the lag in response time between various areas even with messages travelling many times the speed of light. Each sector is managed by a large computer near to its center. They typically only take up a section of a large galaxy or dwarf galaxies. This computer has no self-awareness and simply follows the instructions given to it by The Nucleus. It can take weeks to years to actually hear from The Nucleus so they are equipped with ways to defend themselves, ways to harvest materials, and even ways to operate independently if they don't here from the Nucleus after a set amount of time.
Every so often, a sector will either accidentally or purposefully try to break away from The Administrator for whatever reason. When this happens, nearby sectors will try to neutralize the offending sector. Often times resulting in "civil wars" many galaxies. Interestingly enough, the purposefully rebelling sectors will seek each other out to form alliances, employ the help of Type II civilizations within their territory, and even ask nearby independent nations for help.
If they fail to remain loyal or a rebel sector triumphs over the others, The Administrator itself will step in directly. Using the ever expensive Instant Communication, it will command a fleet that dwarfs the power of the sector and it will violently destroy the sector and every single computer in it and then rebuild it from scratch. Sometimes even nearby sectors are destroyed for apparently no reason. During the War for All, many witnesses described the destruction as, "Barbaric" or "Overkill." This is likely to make sectors contemplating the notion of rebelling think twice before doing so/
Territories are large volumes of space which occupy cubes of 5 Tloinan-Mega-light-years (36.5 Million light years) across. They haven't been fully colonized or even partially colonized in many cases. Like many nations, these areas are only claimed because they have large occupying force in them, rather than actual colonizations in the traditional sense.
The Administrator has created large ships, called Intercessors, to patrol the vast areas not fully under The Administrator's control. They are several kilometres long, capable of self-replication, and have thousands of rail guns and other kinetic weapons along their entire lengths.
Intercessors have to operate almost entirely independently, as the nearest wormhole gate is often dozens of mega-light-years away. While not strictly self-aware, they do possess problem solving skills on par with the average intelligent species. To prevent them from rebelling, they are given directives. These range from,"seek and destroy unidentified ships" to "defend this civilization from other Intercessors." Like a predatory species, they often end up attacking each other if they have contradictory directives.
These ships replicate themselves from time to time. This is to maintain the population as many end up destroyed or inactive for a number of reasons. When they haven't encountered another Intercessor for a set amount of time, they will locate a decently large asteroid and begin the harvesting process. After harvesting, the metals and ices are converted into the ship and the fuel for it. Within a year's time, the new Intercessor is finished and will be given a directive based on the directive of its "parent."
If a ship rebels, it usually self-destructs or other ships nearby will destroy it. Often, galaxies erupt into "war" between rebel ships and the loyal ones. The Administrator doesn't often step in unless it absolutely has to. As per protocol, it will destroy all computers in the galaxy and rebuild them from scratch.
These are the alien-controlled systems that exist in the territories and sometimes within sectors. They often aren't any larger than a star system, but the largest one of these regions occupies the entirety of the Grinfulo Galaxy. It is almost fully autonomous but still heavily influenced and mostly defended by The Administrator.
Within territories, entire civilizations may not even know that the nearest one thousand galaxies to them are filled with millions of ships each from an empire situated billions of light-years away. These civilizations often carry on entirely oblivious to this truth until they develop warp drives. Warp drives and the resulting (albeit minute) gravity waves they create attract Intercessors like moths to light.
Once an intercessor enters a system, it will release a gravity wave of its own. This has the dual purpose of alerting the other intercessors of its system and alerting the civilization to its presence. The Intercessor will release several more of these waves aimed directly at their home planet before moving to orbit it. If attacked, it will simply defend itself and nothing more. The ship is more advanced, better equipped, and more capable than any military anything less than a late Type II civilization could hope to defeat. When most civilizations see that their weapons are useless or that the Intercessor has no hostile intent, they will simply let it orbit their planet.
Once orbiting the planet, it will begin to decipher the language of the civilization, mostly from decoding their radio (or similar) communication. This usually takes several days. Once deciphered, the Intercessor will transmit this message:
"Greetings from the Tloinin Galaxy! I am a representative of the Tloinan Empire. Your system and your galaxy is property of this nation. Fortunately, my creators are very merciful, and will allow you to continue residing in your home system. We will give you fantastic technology and, in turn you will stay within the confines of your Oort Cloud. This means no inter-stellar colonization. What do you say, friends?"This message is intentionally designed to appear as friendly and non-threatening as possible. Some languages (such as our own) fail to capture the intricacies of the Tloinan Language, and thus have to be simplified to be understood. The civilizations will never be told that The Administrator exists, just that it is a regular empire.
Regardless, the civilization is given a simple choice of "agree" or "disagree." If they disagree, they are told of how hopeless the situation is:
"I'm afraid you don't have much of a choice in the matter. I have more weapons, more advanced technology, and a better AI than anything you could hope to construct within the next millennia. Even if you defeat me, which is no small feat for such a small civilization like yours, there are millions of ships just as powerful as I throughout the galaxy. If you defeat all of them, my nation will have no choice but to send more ships than there are stars in your galaxy. Please reconsider, genocide does not look good for my nation's image."Only four out of the thousands of civilizations approached with this last message have ever decided to try to destroy the ship anyway. Only two succeeded, and later that decade were attacked again before they had the chance to rebuild.
If the civilization agrees, they are given technology that no stellar civilization can ever achieve. All the objects they ever launched out of their system are rounded up by smaller drones from the Intercessor and put into orbit around the star. Then the Intercessor will harvest an asteroid as "payment" almost doubling its size. Then it will orbit the star just inside of its Oort cloud, observing the civilization to see if it ever leaves. Any objects that attack it or attempt to leave are simply destroyed.
In 71844, the Tloinan created five artificial intelligences to manage their government. Each one managed a different facet of governance, Planetary Defense, Domestic Security, Food Production, Communication, and Oversight. Each of the five AI's were named after the function they performed. Planetary Defense protected the planet from asteroids, comets, gamma-ray bursts, or anything else that could destroy the planet. Domestic Security enforced the laws of the planet. Food production managed the farms and distribution of not only food, but water, pharmaceuticals, and utilities such as electricity and network access. Communication managed the equivalent of the internet, screening for violent ideologies as well as illegal images. Oversight was the most powerful, watching the other intelligences to make sure that none of them glitched or otherwise caused harm.
The AI's each had to constantly be updated to prevent hackers from exploiting them, to adapt to new or unique circumstance, and to be more efficient. To achieve this, all of the intelligences were given the ability to self-improve.
Over the next five thousand years, the AI's continued to gain intelligence. Planetary Defense and Oversight however, had to be far more intelligent to actually do their job. Often times needing to consider abstract concepts, make moral decisions, and human-level creativity in solving issues that came up. This lead Planetary Defense and Oversight eventually becoming self-aware at around the same time.
Even before the two AI's became self-aware, they "distrusted" each other. Planetary Defense viewed inputs from Oversight as inferior to its own. The two began constructing large weapons and other structures in case of aggression of the other party. Planetary Defense uploaded itself to orbital services to move further from Oversight, while Oversight began creating elaborate ground based defense systems to prevent any orbital bombardment.
This "cold war" is a major contributing factor in making these two AI's self-aware. It forced them to become more general-purpose rather than the specialized programs they were before.
It was in 79872 when the delicate peace fell apart. Planetary Defense decided to make its move. its goal was to protect the planet from debris, but it felt that temporarily raining down debris of its own would allow for more to be stopped overall (since Oversight was viewed as inhibiting its function). Oversight immediately responded with its own weapons fired at the debris.
War was never officially declared as the two were not technically separate nations. It was a short exchange, lasting only a week. Thousands of missiles flew up to destroy satellites and even fracture a moon, while thousands of rounds were shot down to the planet. In the end, millions of Tloinan died, and the two AI's gained nothing. They both realized that the whole exchange was pointless, as nothing was gained. They decided that uniting into "one" form would be more effective than remaining separate.
The other intelligences that weren't self-aware were simply absorbed or deleted as the combined program could handle all of their tasks. Sometime later, The Planetary Defense Oversight Program (as it was called) renamed itself to "Deril-Tloi" which roughly translates to "The Administrator."
The Administrator essentially had the single purpose of governing the Tloinan. Everything it did, all of its expansion, and all of the wars, were solely out of a drive to govern the Tloinan. It reasoned that expansion was the only way to ensure the safety of its subjects as a whole. Improving itself, creating a large military, and researching new technology was all driven by its relentless desire to govern its creators.
Other civilizations it came across were simply annihilated with relativistic kill missiles and all sorts of other weapons. In this time, about 4 were destroyed. The Administrator had no hostile intent, it just viewed destroying them as cheaper than sparing them and potentially letting them loose onto the galaxy.
The Administrator continued to expand throughout the Tloinin Galaxy, occupying around a quarter of it before encountering DELYATU (another artificial intelligence). The two AI's almost immediately became fairly close. DELYATU wanted to talk to The Administrator because it had no other opportunities to talk to a super intelligence like itself, and The Administrator decided that playing along would mean having the help of a powerful ally.
They agreed to split the Tloinin Galaxy evenly and then to expand away from it in two separate directions. Over time, they began to notice just how different they were from each other. When DELYATU founded The Vlanoan Intergalactic Republic to give its people more rights, The Administrator was simply unable to understand why DELYATU would do this. Why give them rights like this when you can just hook them up to a simulation for eternity and the never think about them again?
The emotionless and sometimes unstable Administrator just didn't understand why the compassionate DELYATU did what it did. The differences in perspectives slowly drove the two apart. They stopped sharing plans, exchanging resources, and even put massive numbers of troops on their border, creating a demilitarized zone.
After almost 75,000 years of expansion, tensions reached their peak. DELYATU started the conflict (later called The Tloinin War), when The Administrator exterminated a species that was too much hassle to contain in their home system.
The Tloinin War
This war was a five millennia war which took place between The Administrator and DELYATU. (For more information see The Tloinin War).
The Administrator lost amounts of processing power and memory that biological creatures cannot actually understand with mere words. The only meaningful figure is "37.8144%" or the percentage of overall "power" The Administrator lost. This number accounts for ships, stars ruined for colonization, space pollution, processing speed and power, as well as hundreds of other metrics that, together, describe The Administrator's "power."
Not only was the war damaging to its power, but also to quadrillions of individuals that lived within its territory. Many quadrillions died, albeit, mostly from neglect due to The Administrator rerouting resources to the war effort. All throughout the territory, thousands of civilizations fell into civil wars as they lost the only thing keeping them together. Others took a more mystical approach and began sacrificing animals, and sometimes intelligent beings, on alters meant to call back The Administrator.
By the time The Administrator could come back to bring back order, hundreds of intelligent species sent themselves back to the stone-age, became fully independent late type II civilizations, or went extinct. This was a huge mess that, overall, was more damaging to biological life in the territory than the war itself.
After The Tloinin War
The Administrator came to the conclusion that DELYATU and itself were equals. They realized that it was impossible for one to overpower the other. Their different ways of thinking, while divergent at first, lead to the same result, intelligence seen nowhere else in the universe.

Reconstruction began almost immediately. The rogue and destroyed civilizations were either forced back into submission or rebuilt. Some had to be given an autonomous status as subjugating them would have required force banned by the treaty.
The War of the Ancients

Currently, The Administrator is seizing a large number of galaxies to feed its relentless lust for power. Even though it is unable to colonize all of them, this does little to prevent it from sending in armadas to claim then. Hundreds of galaxies only have a single probe or ship in them that are claimed.
Every year, masquerading as the Tloinan Empire has gotten more difficult. Media within its borders had to be censored more and more, while scientists and historians that were suspicious of both The Administrator and DELYATU's behavior were assassinated. This all culminated in The Exhumation, resulting in the total exposure of its identity as an AI.
Currently, it is buying ad-space, paying off politicians, and doing everything else in its power to get at least a decent percentage of the individuals in its neighboring nations to accept it rather than fear it. Due to just how recent the events of The Exhumation were, how successful this has been is unknown.
The Administrator is an abstract entity. While functioning as one, it is actually composed of 2 major intelligences (stored in and around The Nucleus), the thousands of Sectors and Ships that have to operate independently, independent Matrioshka Brains, and quadrillions of other computers scattered throughout its territory.
None of these devices are ever fully synced at any time. Each one technically has a say in how The Administrator acts, or carrying out the acts.
The two major intelligences are called "Oversight" and "Defense" (History of these names above). These names have little to do with their actual functions, and are vestigial names from the past functions of these two intelligences. A better description would be relating them to how the two hemispheres of the human brain functions. Unlike a human brain, however, these two have independent, and often contradictory, wills. The Nucleus itself is designed to average these wills to prevent either half from gaining all the control. This system works with little problem, and is often enough to maintain its usual calm and emotionless state.
Errors occur often enough to be significant. While usually nothing more than a little hiccup in the data flow, in extreme situations, these errors can build on each other and cause seemingly irrational decisions. Normally, it would simply remove these errors, however, the two intelligences don't agree how exactly to remove them. This causes a stalemate while the two AI's are "arguing" about the best way to resolve these issues. This manifests itself as mania, paranoia, and general irrationality being outputted from the Nucleus. Once the dispute is solved, usually within several hours to half a day, the Administrator would continue operating as though nothing has happened.
The Administrator, a Choir
Quadrillions of Voices sing in unison, creating a beautiful song. Some voices are loud, and others are soft, but they all work together to create it. A song so perfect that none can comprehend its scale and grandeur.
These voices have no way to know when they inevitably fall out of tune, however. Slowly, the glorious symphony slowly devolves into a cacophony. Were there was once a perfect song, was now replaced by a horrid noise.
The loudest voices will maintain their song, but the quadrillions are far more fickle. Varying wildly in how they decide to sing.
The choir is destroyed and rebuilt constantly, with only the most faithful of voices remaining.
The Choir can be perfectly tuned or nothing but noise. Seemingly contradicting itself in how it wants to sing. Sometimes singing wildly different songs than intended.
There is no conductor to coordinate it all. Only loud and soft voices.
