The Treaty of Kelpetane was an agreement signed between the former Intergalactic Confederacy and the former members of its union, on the planet Kelpetane on the 25th of April, 26267 AD. The treaty in question returned the Intergalactic Confederacy to universal power, but not without serious changes to its structure to give less power to the powerful Xcathli.
ARTICLES OF THE TREATY
ARTICLES I - X: ARTICLES OF THE UNION
The Stellar Council shall henceforth be known once again as the Intergalactic Confederacy, and all members of the Intergalactic Confederacy prior to the War of the Decamillenial Transition shall be once again sworn into the confederacy.
Every civilization shall be represented equally in the new incarnation of the Confederacy. No civilization will be treated as superior to another.
The Intergalactic Confederacy will strive to resolve any conflict involving a member civilization; however, no nations will be forced to use pacifist measures to resolve conflict, as some disputes cannot be resolved without military intervention.
No member of the Intergalactic Confederacy is permitted to use planetary-scale weapons at any time without the express consent of the Confederacy itself.
The members of the Confederate civilizations will be allowed to vote on any issues that cannot be solved reasonably within the confines of the General Council. Additionally, citizens will vote on all government positions that pertain to their civilization.
Every issue must be passed with a two-thirds majority in order to become biding law. If a legislation does not meet this majority, it cannot return to the Confederacy floor until the next governing period.
Every legislation passed will pertain to each civilization equally; no bills shall be passed that allow one civilization to benefit more than any other.
The Confederate Officer can only leave office when a two-thirds majority of the Council votes against them, or when they step down from their position. This displacement will be announced to the Confederacy immediately, but will only take effect when the next 10-year governing period begins. Representatives may vote for displacement at any time.
In the event of death of a Confederate Officer, an Officer-Proxy will take over the position until the election at the end of the governing period. This Officer-Proxy may run for office at this time.
ARTICLES XI - XX: ARTICLES OF TERRITORY
The member civilizations of the Confederacy shall retain all the colonies they have at this time. Any land claims remaining from prior to the Virgo War will be dropped effective at the signing of this treaty.
The former allegiant to the Confederacy of Humanity will retain only the colonies they possess at this time. War between the separated colonies will cease immediately.
The Indulus Galaxy shall not be colonized by any other members of the Intergalactic Confederacy besides the Xcathli. In return, the Xcathli will forfeit control of all their Local Group colonies except for the Cilopolis system.
